Education:

DIMENSIONS OF THE SERVICE

The development is located 150 km from the coast in 1550m water depth and includes a spread moored FPSO of 240 POB, associated offloading calm buoy, 2 productions loops connecting six subsea manifold with 20 production wells and 3 injection lines connecting 20 water injection wells. A 20km gas export line ties. Production is 200 KBPD of oil, 456 KBPD of water and 4.6 Mm3/d of gas export.

Detail engineering for Topsides will take place mainly in Lagos. Some specific studies may be carried out elsewhere depending on FPSO contractor execution plan.

ACTIVITIES

Before Contract award
- Possible participation in meetings with selected contractor.
- Follow up of possible anticipated studies or activities.
- Active participation in Interface Management preparation.
- Possible participation in meetings with vendors.

During Project Execution phase

- Follow-up of Contractor and Sub-contractors activities - detailed engineering, construction engineering, procurement, FAT - related to Process and ensure compliance with Company/Project specifications and with the requirements of the project documentation.
- Co-ordination with other disciplines including safety and instrumentation.
- Co-ordination with Company Hull Engineering team.
- Co-ordination and liaison with other packages.
- Co-ordination and liaison with DEV/ED/ECP.
- Co-ordination with Company Commissioning and start-up team.
- Co-ordination with Company Site Reps on yards of the construction activities preparation including construction and integration activities in Nigeria.
- Assistance to the Topsides Construction Supervisor for the preparation of the QA/ QC system to be put in place.

- Reporting to the Topsides Engineering Manager on progress of his activities and any changes thereto.
- Review of proposed deviations and recommendation for project management approval.

CONTEXT AND ENVIRONMENT

- Detailed engineering expected in Lagos.
- Construction activities partly in Nigeria and partly in Far East.
- Part of FPSO integration to occur in Lagos.

ACCOUNTABILITIES

- Assist the Topsides Engineering Manager during the detail engineering, for finalization of specifications and drawings, selection of vendors, preparation of construction and integration activities for instrumentation and control.
- Supervise the execution of the Detail Engineering phase for what concerns instrumentation and Control in compliance with operators referential and Contract.

NECESSARY PROFILE

- Qualification: Master degree in Process.
- Experience: 10 year experience in Process in Oil and Gas activities.
- Experience in FPSO (or offshore facilities) is a plus.
- Familiar with Total GS.
- Language: Fluent English.

Mechanical TA will be accountable for the following as they relate to the operation of existing assets in Rumaila and the associated Rumaila redevelopment project:
- Selection of suitable engineering codes and standards relevant to mechanical engineering, covering all static mechanical equipment from the wellhead to the export system. This includes utility systems within oil processing facilities as well as `off site` utilities such as power generation and distribution, source water and water injection.
- Endorsing the content and quality of engineering specifications used for the procurement of static mechanical equipment.
- Where necessary, the Mechanical TA will undertake to develop or endorse the development of local Mechanical Engineering Site Technical Practices.
- The selection of codes and standards, generation of specifications and development of STPs shall reflect the content of applicable engineering technical practices in the area of mechanical engineering.
- Manage deviations from mechanical engineering codes, standards, specifications and STPs through the existing deviation process.
- Provide assurance to the Engineering Authority that the Management of Change process is functioning correctly for modification or other changes to mechanical equipment.
- Work with the supply chain department to ensure that mechanical equipment is purchased to the required quality level and with the required level of certification and testing
- Ensure that the Project design follows the principles of inherently safer design and that residual risks are ALARP.
- Ensure the Project goals of standardisation at the levels of plant design and equipment specification are achieved.
- Selection of suitable and appropriate mechanical engineering technology for application in Iraq.
- Ensure that relevant mechanical equipment is identified as Safety Critical Equipment and appropriate maintenance, inspection and test plans are in place. Perform audits of safety critical maintenance.
- Establishment of a `Community of Practice` involving all mechanical engineers within the Iraq Region. This will involve knowing all the staff working as mechanical engineers, their educational level, career aspirations and training and development needs. It will also involve working the HR and the training department to identify and deliver suitable training.
- Perform competency assessments of senior mechanical engineers and, together with line management, develop training and development plans to close competency gaps.

1) Technical Safety Engineer

Provide expertise and support to modification and construction projects on loss prevention engineering and technical safety approach to ensure all HSE hazards are identified, risks assessed and managed with the ALARP concept.

Responsibilities
- Provide consultation throughout all phases of modification projects development including concept studies, FEED, detail engineering, construction, installation, commissioning and startup.

- Prepare comprehensive project loss prevention documents to support CPOC HSE Management system
- Ensure all safety studies conducted by CPOC, consultants and contractors are conducted with high expertise and compliant to CPOC HSE Management philosophy
- Ensure all modifications and construction projects comply to statutory obligations and regulations applicable for each locations and type of activities
Requirement:
Possess at least Bachelor`s Degree in Chemical Engineering.

- Minimum 8 Years experience in Process Plant Engineering, Procurement, Construction related Industry including at least 4 Years in brown field Technical Safety engineering (Conceptual, FEED, Detail design, and Commissioning) of offshore platforms, wellhead platforms, central processing platforms, utility platforms for oil and gas installation.
- Must be well versed with loss prevention process, safety study, and safety analysis techniques.
- Must be able to facilitate or lead HAZID, HAZOP, JHA, QRA, SIMOPS , Bow tie etc
- Must be capable of performing project technical safety review
