Our client is an Oil and Gas Operator in the South East of England. They require a HSE Advisor for an large scale overseas project.

Responsibilities:

Act as part of the Extended Leadership Team to provide HSE advice to Project Management
Supervise and mentor Brentford office based HSE personnel
Ensure compliance with and delivery of the Development Project HSE Management Plan
Provide HSE input to the evaluation and selection of contractors
Provide HSE support to Project Managers, outlining the contractual HSE requirements for the services and equipment to be provided by the contractors when developing scopes of work
Assist with the development of pre-qualification and Tender invitations
Represent Developments as HSE Lead at contractor meetings to facilitate understanding of project requirements.

Skills:

Main Function within Department:
To manage the engineering team on offshore structural projects to ensure that all technical documentation is executed in accordance with the project requirements for quality, while respecting the pre-established constraints for budget and schedule.
Maintain an on-going working relationship with the Client Engineering Manager, Project Manager, Project Engineers and with key Procurement, Controls and Construction team members.

Responsibilities and Duties: Manage and coordinate the engineering work in accordance with the project scope, schedule and procedures. Ensure quality through development and implementation of quality plans.

Provide leadership through the engineering discipline leads for the engineering team on projects.

Report on the status of engineering activities to the Project Manager Build and maintain effective working relationships with the client and the project team on meeting the contractual requirements. Ensure a good flow of communication and coordination between the Engineering disciplines and other departments on the project. Work with the engineering discipline leads and department manages on the manpower requirements for the execution of engineering on the projects. Implement and monitor change management requirements for engineering scope.

Key Requirements: Degree qualified in an engineering discipline Chartered Engineer.

Significant experience in engineering on offshore structural projects including substantial experience in an offshore structural lead role.
The Engineering Manager role requires solid organisational, interpersonal and leadership skills with the knowledge and experience to execute the technical scope of offshore structural projects.

Principal Technical Safety Engineer - Contract - EPC

Key aims and objectives

To delivery the safety studies required to ensure that projects and particular change proposals carried out by the delivery team for Assets have the associated risks reduced to as low as is reasonably practicable and at least meet current legislative requirements
To act as the safety engineering and verification focal point for particular modification and design jobs/projects carried out by the delivery design team
Responsible for managing safety engineering activities for all modifications on all installations within one of three asset groups or a major project, with overall value up to 100million
For the modifications, responsible for managing a safety engineering team of senior and junior Engineers, and arranging support from subcontractors and specialist consultants
Assisting the client with support to regulatory bodies and agencies

Prime responsibilities and duties

Achieve safety standards as defined in personal performance contract
Responsible for assessing effectiveness of working practices and systems with a view to continuously improving systems, personal and team performance
Carry out work in accordance with AMEC and project Health, Safety, Environmental and Quality systems
Produce various safety engineering (and legislative compliance) studies under the instruction (with minimal guidance) of the Principal Safety Engineer
Review multi-discipline documents to ensure ALARP designs have been adopted
Conduct risk assessments and risk reviews in accordance with existing procedures
Represent the safety team at kick-off meetings, progress and design review meetings for the project or change proposal designs
Preparation of CTR estimates for the safety engineering studies
Delivering quality, cost effective and timely engineering services in a demanding environment of change, short interval planning and conflicting priorities
Reporting progress against schedule to the Head of Safety

Job Requirements
The Ideal candidate will beChartered Engineer holding a degree in Structural or Civil Engineering withsubstantial experience covering offshore and subsea jacket and topside analysis, design and fabrication. Prior direct experience of design appraisal in both the subsea and offshore oil and gas sector. A higher level of relevant academic qualification would be an advantage. Specifically, you will need to have acquired an in-depth understanding of design codes (e.g. AISC, API-RP2A and ISO 19902) and their development; project management and coordination capabilities; have experience in jacket analysis linear and non-linear software (SACS and USFOS preferred) and have experience in topsides analysis linear software (STAAD PRO preferred). Topsides experience in fire, blast dropped objects design is also required. Previous experience in a Lead position is essential.
