PRINCIPAL PROJECT ENGINEER/PROJECT MANAGER

KEY RSPONSIBILITY AREAS
Playing a lead role in interfacing on all technical and commercial matters
Develop and update detailed execution plans for all phases of the project
Lead the planning, coordination and development of technical projects
Ensure that all CAPEX, major overhaul and other projects are detailed and costed
Ensure operational input and acceptance of the work
Establish project teams with appropriate qualifications and resources to manage the projects
Establish and maintain management systems for execution of projects which is not part of the regular maintenance and repair activities
Provide detailed projects plans and subsequent follow-up progress reporting
Establish scope of work for the projects as well as contracts with third party companies
Create an owner organisation which shall follow up and manage the projects
Participate in long term future concept design and engineering studies to make appropriate and structured projects proposals
Project close out to ensure orderly transfer of documentation and information to operations
Any other ad-hoc duties which may be reasonably requested

CANDIDATE SPECIFICATIONS
Degree in a relevant engineering discipline or equivalent
Relevant technical knowledge relating to SURF
Relevant experience in engineering or offshore
Strong EPIC experience relating to subsea
Proven track record in project management
Commercially and strategically focused towards delivering business unit objectives is essential.
Fully conversant with Microsoft Office suite of programme including database applications and project management software.
Thorough knowledge of engineering and classification requirements for MOUs.
Experience within a multi-discipline senior management team environment.
Management of multi-discipline projects at a senior level, with a working knowledge of cost forecasting, planning and analysis, budgetary control measures, cost control procedures, and HSEQ.
Leadership qualities and ability to work as part of a team, well organised and able to take initiatives to proactively deliver high level strategies and key objectives.
Reliable, confident, structured work approach.
Ability to make sound judgements fairly and equitably.
Concise and able communicator with the ability to put across clear and consistent messages in both written and verbal forms.
Availability to undertake international travel assignments dependant on project requirements.
Ability to be flexible and adaptable in a continuously evolving environment.

MY CLIENT IS ONE OF THE LARGEST OPERATOR IN OIL AND GAS INDUSTRY WHO IS CURRENTLY LOOKING FOR A CONSTRUCTION MANAGER WITH THE FOLLOWING DETAILS;

BACKGROUND

The project is located in the eastern central part of Algeria, approximately 1300 kilometres (800 miles) from the capital city of Algiers. The project consists of construction of permanent accommodation camp and utilities buildings, provision of new slug catcher, the addition of two train inlet compression to the existing Central Processing Facilities (CPF). The exploitation of the existing four gas fields in the contract area is being undertaken by client under the terms of a Production Sharing Agreement.

The Construction Manager will initially be located at the Joint Venture base in Algeria. Relocation to the field site offices will not take place until enhanced security measures have been implemented. This is expected to be 1Q2014.

The Construction Manager will work an equal time 28/28 day rotation.

FUNCTION:

Manage the companies construction team at site to provide oversight and direction of the EPC contractor at the Project site.

In addition the position has execution responsibility for a number of support activities including shipment/transport of materials and equipment in Algerian. Movement of equipment and materials around the existing Project processing facilities, management of heavy lifts and management of the companies accommodation camp and support utilities.

Total numbers at site and housed in the companies accommodation camp is not expected to exceed 700 people.

In addition to the green field construction there will be brown field modifications inside the existing Project Central Processing Facility which will come under the direction and management of the Companies Construction Manager.

RESPONSIBILITIES AND DUTIES:

Leadership.

- Champion and lead a project Incident and Injury Free Safety Culture for all onsite and offsite based construction and fabrication activities. This includes all project safety and security procedures. Particularly promote and lead the project Land Transport Management System (LMTS).
- In conjunction with the EPC contractor develop and maintain a sustainable safety culture on the project so that safety is a natural part of all work performed.
- Build and manage the Companies site construction team so to provide seamless management between EPC Contractor and existing project site processing facilities.
- Provide direction and support to the EPC Contractors Construction activities.
- Ensure EPC Contractor performs construction work in accordance with Companies HSSE and quality requirements.
- Participate in all risk reviews and develop mitigation plans for all major areas of risk. Ensure that procedures and processes are in place to both identify and mitigate risks posed to the workforce during new build construction works and SIMOPs work inside the existing project process area.
- Lead all project construction integrated functions and over see all on site construction management, supervision and companies inspection including subcontracts and off site construction.
- Direct and ensure the overall EPC construction plan does not adversely impact the day to day operations of the existing project process plant.

HSSE

- Comply with client HSSE rules and champion these with EPC contractor opposite number.
- Posses a strong commitment to HSSE values and demonstrates such by establishing a credible inspection capability with in the project environment.
- Promote a high standard of HSSE behaviour with in the Field Inspection team and EPC Contractor organisation.

QUALIFICATIONS.

- Degree qualified or equivalent in an Engineering related discipline. Extensive industry experience in a similar position would also be considered.
- Valid UKOA Plus (or equivalent) medical certification.
- Fluent English speaker, French advantageous.

EXPERIENCE.

- Minimum 15 years onshore experience as Construction Manager within Oil and Gas sector.
- Minimum 10 overseas experience, 5 of which should be in remote desert location working with a multi national work force essential.
- Previous Brown Field modifications experience including SIMOPs essential.
- In addition to Companies specifications, comprehensive knowledge of Industry and International standards ASME, ANSI, BS etc for construction based activities essential.
- Previous EPC experience representing the client essential.
- Excellent communication and leadership skills.
- Excellent pc skills.
- Open-minded and good team-player.

The position is for a Senior Subsea Controls Engineer, with deepwater development experience, to join the operations team. My client is also looking for Subsea Systems and Riser Engineers as well.
The Asset (FPSO) has been in operation for a number of years and the Operator/Company requires support in daily and long term operations activities to ensure Safety, Quality and Engineering Integrity are maintained whilst ensuring excellent interfaces with the other operations team lead disciplines.

Roles & Responsibilities
My Client is currently providing Engineering Operations support for a major operator.
Responsibilities will include:
o Maintaining the Operations specifications, procedures and system equipment requirements.
o Assurance engineering in the form of reviewing supplier design output and compliance with Company specifications and standards.
o Reliability assessments and qualification of any new equipment proposals.
o Involvement in HAZOP activities.
o Attendance at regular progress meetings and associated key milestones.
o To be the Operator`s point of contact for SCS equipment when required and to lead the promotion of an excellent HSE.
o To establish and maintain positive relationships with external stakeholders (e.g. subcontracting companies, community, partners, local authorities, customers, etc.).
o Ensure effective coordination, interfaces between the local operations team, engineering, and manufacturing and installation teams.
o Assist on site team to agree adequate reporting format, content and regularity and ensure the issued reports comply with these requirements and are maintained as needed.
Experience Required
The candidate should ideally have around 8-10 years experience and should be experienced or have awareness of:
o Hydraulic and electrical distribution for subsea systems.
o SCS equipment design & manufacture.
o Systems testing.
o XT, manifold & umbilical design.
o Workover systems and operation.
o Topsides control interface & design (process control).
o SCS installation, offshore testing & commissioning.
The role requires a degree qualified engineer.

My Client is one of the leading EPCs in Oil and Gas Industry; they are currently looking for a Subsea Project Engineer for their London office with the following details on contract basis.

RESPONSIBILITIES TASKS

To provide Project Engineering expertise for the company and management of allocated engineering resources within assigned projects.
To have overall responsibility for the execution and delivery of engineering solutions for allocated projects.

Manage and deliver engineering tasks within agreed timescales and budgets and reporting system status and deviations to the Project Manager.
Organisation and day to day management of the project engineering issues.
Ensure compliance with technical integrity standards and project procedures.
Ensure work packages and data deliverables are compiled and filed in accordance with company/contract procedures.
Assist in the monitoring and control of the project budget and schedule in order to ensure targets are met.
Help co-ordinate all interface and change management activities for the project.
Participate in the Design and Safety Reviews, HAZOP, HAZIDs, Risk Assessments etc.
General support to the Project Manager and / or Senior Project Engineer on project issues resulting in the timely delivery and execution of the project.
Assist the Senior Project Engineer and Project Manager with planning and resource allocation to meet goals and objectives.
Liaison with third parties and client representatives as required on contractually agreed project execution scope of supply; technical only all commercial aspects are dealt with by the PM.
Identify variations to contractual scope of supply and inform Project Manager and System engineer to assess impact.
Define technical responsibilities within the project interfaces and work packages.
Assist System engineer on technical risk assessment, Bid Vs Customer specification evaluation assess impact on Project programme and deliverables.
Inform System engineer of any technical changes affecting scope of supply or system design functionality.
Monitor Project progress and deliverables through regular review meetings.
Monitor timelines of system reviews throughout the project.
Ensure each project and work package is closed out in accordance with company / project procedures.
Manage FIT scope of work liaising with manufacturing and SLS to ensure adequate resource allocation.
Support SLS through commissioning phase of project.
Mentor and aid development of assigned engineers.
